THE swearing in of Zimbabwe’s members of the House of Assembly and members of the Senate will be on Monday 25th August commencing at 10am and the ceremonial; opening of the Seventh Parliament of Zimbabwe will be on Tuesday 26th August, according to an Extraordinary Government Gazette published yesterday by President Robert Mugabe.

The president proclaimed Monday August 25 as the day Parliament will convene in accordance with Subsection (1) of Section 62 of the Constitution which states that “the sessions of Parliament shall be held in such place and shall begin at such time as the President may, by proclamation, in the Gazette fix.”

The Gazette read: “And whereas it is expedient that Parliament should be summoned to meet. Now, therefore, under and by virtue of the powers vested in the President, I do, by this proclamation, fix Parliament Building, Harare, as the place in which the First Session of the Seventh Parliament of Zimbabwe shall be held."
.

The opening of Parliament will be immediately followed by the Election of the Speaker and Deputy Speaker will be on Monday 25th August commencing at 2.30 pm.

The event will be followed by the Election of the President and Deputy President of the Senate

These dates and times have now been confirmed by the Clerk of Parliament, Austin Zvoma.

There is no information yet on whether the names of the five appointed Senate Members and ten Provincial Governors [all of whom will be ex officio Senators] will be announced before the swearing in of the Senate.

Nor is there any information on Ministerial and Cabinet appointments.

The day Parliament opens current ministers still without seats will immediately become ineligible to hold office as ministers.

• Now it gets interesting. We wait to see who is speaker of the house. It all hinges on the Mutambara faction. Who they choose to swing their votes to. One thing I know is ZANU PF won't let this go to the MDC and at the same time, won't give it to Mutambara faction. Instead they have hoodwinked Ncube and Mutambara into supporting thier choice of speaker in return for ministerial and senatorial posts. What they don;t realise is after the speaker is elected, ZANUPF will conviniently forget about this promise.
After all, there are people in ZANU PF who killed and terrorised in the name of Mugabe who are waiting with baited breathe for these posts. Do you think they will stand aside and watch Ncube and co step in when all the bloody work is done? They will ask Mugabe ko, ava vakakuurayira vangani, zvaunovapa ma-position edu?
There are jsut too many people to please in ZANU PF to accomodate mafikizolo's like ncube and AGO. Even Jonathan Moyo ahs started making noises and began the opening slavos in support of Mugabe and ZANU PF. All in line with where he exoects the ruling party to be, all in keeping with how Mugabe rewards his followers.
